comments and lobbies the Government on factors affecting its constituent members and the construction industry as a whole
liaises with and informs all Government ministries, state enterprises and statutory authorities that are relevant to national development and the built environment
The JCC has also been actively involved in the improvement of procurement policies and procedures in Trinidad and Tobago in light of the various types of project delivery and financial systems utilised in modern procurement processes with a view to making recommendations to the Government of the day and regulatory and advisory bodies. The JCC has, among other things, been involved in and/or undertaken work in connection with:
- matters concerning the implementation of legislation for the registration and licensing of Contractors and trades
- matters in respect of the registration of Architects, Engineers, Surveyors and Planners
- matters pursuant to training at all levels in the industry, in particular: the JCC took over the responsibility of the Industry Training Organisation (ITO) and is now the ITO for the construction industry. Under the auspices of the National Training Agency, the JCC makes recommendations on the standardisation of training for the various technical trades and crafts practiced within the industry in keeping with international trends and the JCC launched and managed the initiative to establish a Masters Degree Programme in Project Management at The University of the West Indies. This programme started in September of 2002.
- the JCC entered into a tripartite agreement with the Federation Internationale Des Ingenieurs-Conseils (FIDIC) and one of its providers European Construction Ventures Ltd (ECV) to provide training in the Caribbean on all the FIDIC forms of contract. To date over 1800 professional have been trained
- the establishment of a National Small Building Code, which is currently out for comment
- the establishment of a National Plumbing Code and Standards that is currently out for public comment
- the establishment of a Standard Form of Contract (in conjunction with the Attorney General's office) for all disciplines to be adopted by all Government departments, Statutory Bodies, State Enterprises and State Agencies
- the establishment of working committees to review and comment on the approach of State institutions as they relate to the delivery of services such as transportation, water, sewage, drainage, town planning, housing, electricity, telephones, etc.
- the making of public comments on the financial, technical and procurement issues surrounding the proposed Rapid Rail Project
- a comprehensive review of the Road Sector including the hosting of a national seminar on the establishment of a Road Authority for the delivery and maintenance of road infrastructure
- the making of public comments on the financial, technical and procurement issues surrounding the proposed Rapid Rail Project
- the making of public comments on several problem issues related to public procurement, project management and administration, and breach of contract delay in payments to contractors and consultants on several UDeCOTT projects
- determining the implication of International Trade Agreements and the import and export of construction services through representation on the Standing Committee on Trade set up by the Ministry of Industry and Commerce and on the International Trade Negotiations Unit
- the launch of a lobby for the use of local quarry materials for the energy sector on energy projects which resulted in project savings by inhibiting a large importation of foreign materials from one international contractors' favoured supplier
- the development of local fabrication yards to take advantage of the nation's natural gas investment to increase sustainable local employment in this sector and benefits to the national economy
- the JCC is represented on the Local Content Committee in the Energy Sector and contributed to the development of the Local Content Policy for the energy sector.
