The Revitalization Plan for Port of Spain is not a plan, but 7 projects aimed at bringing life back into the City. What impact will these projects have on the quality of life of citizens? Will it be just a select few who have the means to access what is offered? Only key elements have been provided in the public domain, so it is not clear who will actually benefit.
